Manager of Contracts Affairs

Development of Petrochemical Industry Projects

Support for Construction and Installation of Projects

·         Supervision over implementation of petrochemical projects;

·         Review and confirm the delivery process and transformation of projects;

·         Provide monitoring and support services in Assaluyeh Petrochemical Zone as a project management representative including the following:

·         Review requests to start operations of the complexes in the offsite area of ​​phases 1 and 2 and issuing the relevant permits;

·         Coordination with Pars Energy Special Economic Zone Organization to solve problems of the project;

·         Supervision of project implementation activities in the offsite area;

·         Review and arrange for the temporary delivery (leasing) of the land for projects;

Make arrangements with the security department to regulate the executive operations;

Department for Project Engineering Support

·         Supervise the proper performance of engineering-related matters (basic/detailed engineering, procedural and environment, equipment and machinery mechanics and corrosion of devices, electrical and instrumentation, civil and structural and earthquake of the ongoing NPC projects);

·         Review the data collected by the projects on water, electricity, steam and gas consumption and comment on the proposed implementation methods and investigate the relationship between feedstock, chemical raw materials between the projects and water, electricity and gas supply units;

·         Evaluate and prepare a list of the approved contractors and consultants, foreign manufacturers;

·         Participate in the meetings to develop and update the necessary standards in the field of engineering and equipment according to conventional international standards at the Iranian Ministry of Petroleum;

Evaluate gas, liquid and solid waste specifications of the projects based on the latest criteria and standards accepted by the Iran Department of Environment and the world and, if possible, offer the necessary proposals to recycle and reduce waste;

Department for Coordination and Supervision over Launching Projects

The department is tasked with monitoring the progress of ongoing projects and in this regard, it carries on with the process of reviewing, analysis, near-reality estimation of conditions and identification in the defined time periods by obtaining selected and continuous data, and to address outstanding and influential challenges and in line with NPC’s role as a regulatory body, focuses its efforts to provide relevant reports at various levels and for this purpose holds the necessary meetings and follows up on each and every measure.

Department for Knowledge-Based Business Development Affairs

         Develop policies, guidelines, methods and instructions to support and develop knowledge-based and domestic businesses;

         Carry out necessary follow-ups to create appropriate platforms to support domestic knowledge-based and manufacturing businesses using actual and potential facilities in the country;

         Carry out planning to identify high-consumption items in the petrochemical industry that can be otherwise manufactured domestically;

         Supervise the process of collecting homogeneous demands in the petrochemical industry for investment by domestic manufacturers and meet strategic needs in order to create favorable conditions;

Supervision over the progress of domestic manufacturing projects.

Contracts Affairs Department

         Mission: The most important mission of Contracts Affairs Department is to play an efficient role in interactions with natural and legal persons of the contracting parties throughout job referral procedures and exert efforts to protect the interests of the National Petrochemical Company. For this purpose, it attends to the documents of licensing rounds, bids and purchases of consulting services, reviewing the status reports, invoices and control of payments, monitoring the contractual dates, initial review of the claims of contractors and consultants, and holding referral processes, while observing rules and regulations. By seeking to maintain fairness, the department tried to make the best decisions within the framework of its authority and adopt the most appropriate solutions.

         Policy: The Contracts Affairs Department is the initial link in the chain of the process of assigning plans and projects to competent contractors and consultants for the infrastructure and capital schemes defined division of the Project Management Department. Therefore, it strives to fulfill the assigned tasks by adhering to the rules and regulations and in order to constantly improve work processes and strive for maximum participation of capable professionals in the technical and executive establishment of the country and provide a healthy competitive environment, using the teamwork of individuals and groups with different specialties.

Objectives and Vision: The most important objectives of the department in performing the assigned tasks and missions include maintaining organizational interests, clarifying processes and practices, creating various databases and reporting on the lessons learned, promote the appropriate and comprehensive use of the headquarters system and ensure full coordination with its platform. Therefore, by performing the pathology of current and terminated contracts, the internal procedures, processes and instructions, as well as the current and communicated circulars in the field of technical and executive establishment of the country, it strives to make the best use of the result of the experiences gained in improving and reforming future affairs.
